Official Continuing Education Criteria, Credit Equivalencies, and Certification Standards

Governing Policy & Regulatory Standards

International Council for Education Research and Training (ICERT) awards Professional Development Hours (PDH) and Continuing Education Units (CEU) across all academic, instructional, and scholarly publishing initiatives. As an international body operating under the laws of the Commonwealth of Pennsylvania, USA, ICERT grants continuing education credits to recognize learning engagement, presentation delivery, leadership service, and scholarly contributions.

All credit calculations strictly adhere to recognized United States continuing education standards, including the ANSI/IACET 1-2018 CE/T Standard and the National Council of Examiners for Engineering and Surveying (NCEES) Continuous Professional Competency (CPC) Guidelines.


Standard Metric Equivalencies
  • Contact Hour Baseline: 1 Contact Hour (60 minutes of direct, live instructional or presentation engagement) equals 1.0 Professional Development Hour (PDH).
  • CEU Conversion Metric: 1 Continuing Education Unit (CEU) equals 10 Contact Hours (10.0 PDHs = 1.0 CEU).
  • Minimum Instructional Threshold: Live learning events under 30 minutes of net instructional time do not qualify for independent PDH/CEU issuance unless combined into a larger course module or event series.
  • Non-Instructional Time Exclusion: Program setup, waiting lobbies, administrative announcements, opening welcomes, award presentations, vote of thanks, and social breaks are strictly excluded when calculating net instructional contact hours.
  • Scholarly Publishing & Service Metrics: For non-instructional activities (research publications, book authoring, peer reviewing, and editorial board governance), credits are awarded as standardized flat-rate PDHs based on peer evaluation complexity rather than clock-hour tracking.

Every official certificate generated by ICERT incorporates mandatory compliance elements to guarantee authenticity and satisfy state licensing board audits:

1. Unified Credit & Equivalency Statement

“This certificate awards [X.X] Professional Development Hours (PDHs) / [0.XX] Continuing Education Units (CEUs), including preparation hours.”

2. Interdisciplinary Disclaimer Statement

“This program/publication was executed as an international, interdisciplinary academic forum bridging multiple educational domains. This statement can be omitted based on the nature of the program”

3. Anti-Fraud & Verification Code

Every document carries a unique, non-sequential registration code/ ID formatted as ICERT-[YEAR]-[TRACK/SESSION]-[SERIAL].


Verification, Disputes & Compliance
  • Attendance Verification: Delegates must maintain at least 80% active online connectivity during live events (verified via Zoom/Teams logs) and complete the mandatory post-event feedback survey to receive credits.
  • Artifact Submissions: Speakers, chairs, authors, and reviewers must submit finalized slide decks, paper abstracts, published DOIs, or peer-review reports before credit certificates are issued.
  • Credit Dispute Appeals: Participants seeking credit re-evaluation must submit a formal written request to the Office of Secretary or concerned division within 30 days of program completion or publication.
  • 7-Year Audit Retention: In compliance with NCEES and state board standards, ICERT maintains an internal, immutable ledger of all certificates, rosters, schedules, and slide archives for 7 years. The detail will be provided to verifying agencies only.
